Cross-Border Import & Customs Evidence Investigations

Map the import chain, identify importer and representative roles, trace customs records and coordinate missing evidence across brokers, forwarders, 3PLs and advisers.

This is an evidence-led marketplace and operator investigation, not customs brokerage, customs clearance or tax advice.

Problems we investigate

  • The importing entity, declarant or representative cannot be established from the records.
  • A customs declaration, MRN/reference, identifier or import VAT/GST evidence is missing.
  • A broker, freight forwarder or 3PL appears to hold records that have not been reconciled.
  • Logistics, marketplace and commercial records do not describe the same import movement.
  • An accountant or VAT adviser needs an evidence trail before they can progress their work.

Records and parties we may review

  • Commercial invoices, packing lists and purchase records
  • Transport documents, shipment milestones and delivery evidence
  • Customs declarations, entry references and available import records
  • Marketplace/account-entity records and fulfilment documentation
  • Import VAT/GST evidence and adviser evidence requests
  • Broker, forwarder, 3PL and intermediary correspondence

Investigation method

MAP

Identify the entities, jurisdictions, shipment path, marketplace/account entity, supplier, buyer/importing entity and intermediaries.

TRACE

Trace shipments, declarations, customs references, invoices, transport documents, VAT/GST evidence and intermediary records.

IDENTIFY

Identify the recorded importer, declarant, representative, identifiers used, document holder, missing evidence and conflicting records.

RECONCILE

Compare commercial, logistics, customs, marketplace and adviser records against one factual chronology.

COORDINATE

With client authority, coordinate evidence requests to forwarders, brokers, 3PLs, accountants, VAT advisers and relevant intermediaries.

DOCUMENT

Produce a structured record of known facts, evidence obtained, gaps, unresolved issues and questions requiring professional determination.

ESCALATE

Support a clear handoff to qualified tax, customs or legal professionals where specialist input is required, while coordinating the workstream.

Jurisdiction differences

Terminology follows the movement and is not interchangeable.

United Kingdom

EORI, CDS, customs declarations and MRNs may be relevant. Postponed import VAT accounting, PVA statements and C79s are UK-specific evidence terms.

European Union

EORI, customs declarations, MRNs and direct or indirect representation may arise. Import VAT evidence is assessed in its applicable jurisdiction.

Netherlands

MRNs and customs representation may be relevant. Article 23 is considered only where applicable in the Netherlands; it is not a general EU or global mechanism.

Germany, France, Italy, Spain & Poland

We keep the evidence inquiry jurisdiction-specific and coordinate specialist input when local determination is needed.

United States

Importer of Record, CBP entry, Entry Summary, CBP Form 7501 and customs broker records are distinct US terms.

Canada

CARM, importer account/records, Commercial Accounting Declarations and broker records may be relevant.

Australia

Import declarations, the Integrated Cargo System, Import Declaration Advice and GST evidence may form part of the record.

UAE & Singapore

UAE processes may vary by emirate. In Singapore, TradeNet, Declaring Entity, Declaring Agent and import permits are assessed as distinct roles and records.

Example scenario — Netherlands

The VAT adviser asks for import evidence. No one can say where it is.

An ecommerce operator imported inventory into the Netherlands. Later, its adviser needs support for the import, but the operator cannot establish the importer or representative, where the declaration sits, or which intermediary holds the records.

We may reconstruct the chain, map the parties, identify likely document custody, coordinate evidence requests, reconcile available records and prepare the evidence for the adviser. We do not assume Article 23 applied or provide the formal tax determination.

Related services

  • VAT Services — For VAT registration or compliance pathways. If the obstacle is missing import evidence, start this investigation.
  • Marketplace Expansion Governance — For readiness controls that prevent fragmented evidence on the next launch.
  • Product Compliance — For product admissibility, safety evidence and regulatory documentation—not customs document reconstruction.
  • Compliance & Risk Advisory — For ongoing governance of broker, forwarder and 3PL responsibility controls.

If the evidence indicates that a formal legal pathway is appropriate, we can coordinate a clearly defined specialist escalation. Ordinary document enquiries do not automatically require Legal & Escalation.

Frequently asked questions

What if I do not know who acted as importer?

That is a common reason to begin an investigation. We map the entities, shipment path, available records and intermediaries to establish what can be evidenced, while preserving any legal or tax determination for an appropriately qualified professional.

Can you help locate a missing customs declaration or MRN?

We can trace the available record trail, identify likely document custody and coordinate evidence requests with your authority. We cannot promise that a record can be retrieved.

Can you contact my freight forwarder or customs broker?

Yes, with your authority, we can coordinate factual evidence requests and document the responses. We do not take on the role of your customs broker or representative.

Can you determine whether Article 23 applied?

We can reconstruct the records and identify evidence relevant to that question. A qualified Dutch tax or customs adviser may need to determine the formal treatment; Article 23 is not presented as a general EU or global mechanism.

Can you help with missing PVA or C79 evidence?

For UK imports, we can investigate the evidence trail and coordinate with relevant record holders. Formal VAT treatment remains a question for an appropriately qualified adviser.

Can you obtain CBP or import records?

For US imports, we can map the entry evidence needed and coordinate requests through the client and appropriate record holders. We do not act as a customs broker.

Do you provide tax advice or act as a customs broker?

No. ReinstateAMZ leads the evidence investigation and governance workstream. Regulated customs, tax or legal work is handled by appropriately qualified professionals where required.

Can you investigate historic imports?

Yes. Historic periods can be scoped around the available evidence, number of movements, entities and intermediaries. The quality and availability of records will shape what can be established.

Which marketplaces do you support?

The service supports Amazon, Walmart Marketplace, TikTok Shop, eBay and other ecommerce environments where the underlying issue is a genuine cross-border import or documentation evidence problem.
